THE EDF’S ACTION IN THE CAMEROONIAN EDUCATION SECTOR: A HISTORICAL ANALYSIS (1958-2002)
Résumé en anglais:
The Treaty of Rome of 1957 not only established the European Economic Community (ECC), but also integrated in its part IV and under the impetus of France, the association of Overseas countries and territories (OCT). The European Union (EU) has maintained cooperative relations with the African, Caribbean and Pacific (ACP) countries; now united within the Organization of African, Caribbean and Pacific States (OACPS) for over half a century. The main purpose of this cooperation is to promote the economic and social development of the OACPS group, and more particularly, to reduce or alleviate poverty there in the long term, by providing them with technical and financial assistance. In connection with this technical and financial assistance, the European Development Fund (EDF) was set up. The EDF was therefore the main financial instrument for cooperation between the OEACP countries, including Cameroon on the one hand, and the EU on the other. In order to support the development of the Cameroonian education sector, the EDF has undertaken the implementation of several actions within the framework of the various financing agreements. The objective of this article is to highlight the role of this financial instrument in promoting the education sector in Cameroon from 1958 to 2002. From a methodological point of view, this article is based on the historical method and on a descriptive and analytical approach. The written sources used allowed us, through quantitative technics (descriptive statistics) and qualitative technics (activity reports) to obtain convincing results. This article is therefore intended to be an analysis tool in historical approach, of the various actions undertaken by the EDF to promote the social development of Cameroon through education.
