La question de l'autosuffisance alimentaire en riz avait constitué un enjeu majeur des politiques économiques et sociales de la Côte d'Ivoire entre 1971 et 1995. La création de la Caisse Générale de Péréquation et des Prix (CGPP) en 1971 répondait à un triple objectif, à savoir : stabiliser les prix des produits de grande consommation, assurer la sécurité alimentaire nationale et protéger le pouvoir d'achat des populations. Cet article analyse la vie, le fonctionnement et la dissolution de cette institution étatique et évalue son impact sur la politique rizicole ivoirienne. L'étude révèle que, malgré des succès notables, notamment l'atteinte temporaire de l'autosuffisance en 1977, les contradictions inhérentes au système de péréquation, conjuguées aux mutations de l'économie mondiale et aux pressions des institutions financières internationales, ont conduit à la libéralisation progressive de la filière riz et à la dissolution de la CGPP en 1995.

The issue of rice self-sufficiency was a major focus of economic and social policies in Côte d'Ivoire between 1971 and 1995. The creation of the General Equalization and Price Fund (CGPP) in 1971 addressed a threefold objective: to stabilize the prices of essential consumer goods, ensure national food security, and protect the purchasing power of the population. This article analyzes the life, operation, and dissolution of this state institution, while also assessing its impact on Ivorian rice policy. The study reveals that, despite notable successes, including the temporary achievement of self-sufficiency in 1977, the inherent contradictions of the equalization system, combined with changes in the global economy and pressure from international financial institutions, led to the gradual liberalization of the rice sector and the dissolution of the CGPP in 1995.
