THE DEFINITION OF THE NATIONAL STATUS OF THE INHABITANTS OF CAMEROON UNDER FRENCH ADMINISTRATION (1919-1958)

Résumé en anglais:

This study analyzes the conditions for determining the national status of the inhabitants of Cameroon under French mandate. The mobilization of primary and secondary sources, following a synchronic approach, allows us to observe that the idea of the exercise of sovereignty of the former German possessions by the populations who originated there, was completely rejected by the Allies and the League of Nations. This was due to a prejudice according to which the populations of the African territories placed under international mandate of types B and C were not and could not be constituted as States. Such a conception had no consequence on the national status of the inhabitants of Cameroon under mandate. The designers of the mandate regime did not recognize the existence of a Cameroonian nationality. At the end of a complex process, the Council of the League of Nations enshrined, on April 23, 1923, the principle of distinguishing the national status of the nationals of the territories under mandate B and C from that of the nationals of the colonial empire of the mandatory power. However, the strict application of this principle by France was not advantageous for the natives of Cameroon. To remedy this, the Council of the League of Nations relaxed this principle and recommended the assimilation of the legal status of Cameroonians to that of French subjects.
